Procurement of works in our Non-Domestic properties

We, like all local authorities in Scotland, must follow a structured and legally compliant procurement process when procuring works and services. This process is governed by both national legislation and our own internal rules, ensuring transparency, fairness, and value for money.

Our procurement activities are primarily governed by the following legislation:

  • Procurement Reform (Scotland) Act 2014: This Act sets out duties for public bodies, including the requirement to treat suppliers equally, act transparently, and deliver sustainable procurement outcomes
  • Public Contracts (Scotland) Regulations 2015: These regulations apply to contracts above specific thresholds and outline procedures for advertising, tendering, and awarding contracts

Our procurement is governed internally by our Contract Standing Orders. These orders ensure that all procurement is conducted in a consistent, lawful, and value-driven manner by setting standards for procurement thresholds, advertising, evaluation and award of contracts, as well as considering sustainability and community benefits.
