In 2009, we published a Main Issues Report and Statutory Public Notice. This sought comments from the local community on key strategic issues and potential policy options.
The purpose of the Main Issues Report is to highlight the options available for planning the development of the Highland area over the next 20 years.
We also published a Proposed Plan, including a Proposals Map, and invited representations on it.

Monitoring reports
When developing a local plan, we consider a broad range of evidence and conduct assessments. This process includes producing a Monitoring Statement.
Strategic environmental report and post-adoption assessment
Like all plans, policies and strategies, the Highland-wide Local Development Plan is subject to a Strategic Environmental Assessment to evaluate potential environmental impacts.
The Plan has now been adopted, and the Environmental Report has been finalised. A Strategic Environmental Assessment has also been published. Additionally, a Post Adoption Statement has been prepared and made available.
Habitats Regulations Assessment (HRA)
To enable the Parliamentary Order to be approved, it was necessary to demonstrate that the retained elements of the adopted local plans comply with European Community Law concerning Habitats Regulations Appraisal (HRA) and Strategic Environmental Assessment. The Habitats Regulations Appraisal (HRA) reviews all policies and proposals of the adopted plans that are to be retained.
Equality Impact Assessment
Alongside the Main Issues Report, we produced an Equality Impact Assessment and revisions. This document identifies how the Highland-wide Local Development Plan may affect different communities. A Screening Report indicates that a full Equality Impact Assessment is not required.
Inverness, Nairn and A96 corridor transport study
A study was conducted to assess the likely impacts of development promoted by the Local Development Plan. It was carried out by our team, with significant involvement from Transport Scotland. You can read these transport studies.
