Housing services provided to owners

Services we provide

Many estates have a mix of council and privately owned homes. Some of our services benefit owners as well as tenants. These page explain:

  • the services we provide
  • when and how we charge owners
  • what happens if payment is not made

We fund our housing services through our council house rents and charging for services.  

Services to owners include:

  • repairs and maintenance to shared areas
  • caretaking and CCTV services.

Owners must pay for these.

Our approach aims to:

  • make sure we meet our repair duties to tenants
  • share responsibility for repairs and maintenance works 
  • recover the full cost of services we provide to owners.

 We follow Scottish Law.

If title deeds do not say how to manage these services, the Tenements (Scotland) Act 2004 (Tenement Management Scheme) applies. It says:

  • decisions can be made by a majority of owners
  • costs are shared equally
  • any owner can order emergency work, and all owners must pay their share
 

Complaints

You can complain about the standard of services through our complaints procedure.

Owners can also:

  • apply to the Housing and Property Chamber under the Property Factors (Scotland) Act 2011
  • take disputes under the Tenement Management Scheme to the Sheriff Court.
