Fees for planning applications

Most planning applications and associated submissions need a fee.

How much you pay depends on the type and scale of your development.

Your application will not be considered valid until all fees have been received. The final fee amount is confirmed during validation, as changes at this stage can affect the amount you need to pay.

How fees are set

Planning fees are set by the Scottish Government under The Town and Country Planning (Fees for Applications) (Scotland) Amendment Regulations 2026.

Fees increase on 1 April 2026.

This is only a guide. The final fee is confirmed during validation.

Once submitted, the application fee is generally non-refundable.

If your application requires advertising in a local newspaper, an additional fee applies.

Fee reductions

Your fee may be reduced or waived if: 

  • the application is made by a community council (50% reduction)
  • the application is for improving access for a disabled person (no fee)
  • the application is resubmitted within 12 months of the refusal date, if it is for the same description or character, made by the same applicant (no fee - applies to one application following the original application)
  • the application is resubmitted within 12 months of the date the withdrawn application was received, if it is for the same description or character, made by the same applicant (no fee - applies to one application following the original application)

Retrospective applications

Under Regulation 6 of the Town and Country Planning (Fees for Applications) (Scotland) Amended Regulations 2024 we have a surcharge for applications made after development has begun or been completed without permission (Section 33 of the Town and Country Planning (Scotland) Act 1997).
