Protocol governing school visits by Elected representatives

Introduction

It is recognised that elected representatives may wish to visit schools from time to time. Clear guidance on how to proceed is essential, regardless of the purpose of the visit. The following protocol outlines the necessary steps.

For this protocol, elected representatives include Councillors, Members of the Scottish Parliament (MSPs), and Members of Parliament (MPs). Visits by government ministers are covered separately from this protocol. Visits during pre-election periods are also included within this guidance.

Protocol principles

The core principles are:

  • To generally approve such visits wherever possible.
  • All visits by Councillors should be authorised in advance by the relevant Head Teacher.
  • All visits by MSPs or MPs should be approved beforehand by a Head of Service or a delegated senior officer.
  • It is inappropriate to visit a school without prior notice.
  • All elected representatives should be treated fairly and equitably.

Reasons for this protocol

School visits should not disrupt the school day or interfere with staff duties. Schools often receive multiple visit requests and need to manage these to avoid clashes. An alternative date will always be sought.

It is appropriate to inform the Head Teacher if additional visitors or media are involved, to ensure the safety and wellbeing of pupils and staff, and to allow the school to prepare accordingly.

The Corporate Communications Office must be notified of any media interest. They will check for clashes with pre-election requirements and coordinate arrangements.

Without a clear protocol, schools have sometimes learned of visits at short notice or through the media, causing disruption. In some cases, visits have been refused, resulting in criticism. At other times, staff have felt pressured to accept visits when inappropriate or when daily activities were compromised.

This protocol draws on best practices from other Scottish local authorities. Its aim is to facilitate well-managed, respectful, and successful visits by politicians, while prioritising the primary role of schools in delivering education. The Council’s role is to support school staff in this mission, and this protocol ensures that remains the main focus.
