Guidance and clarifications for councillors
Existing arrangements with schools
If you already have arrangements with head teachers in your ward as an individual ward member, you do not need to change these.
Bringing guests to school visits
If you plan to bring others (for example, MPs, MSPs, media, or other guests) during your school visits and this has not been previously agreed, you must follow the steps outlined in the Protocol.
Attending Parent Council meetings
If you are invited by the Chair of the Parent Council to a meeting at a school in your ward, you may attend without requiring additional approval.
As a courtesy, inform the Head Teacher of your attendance.
Attending as a parent or carer
When attending school as a parent or carer (for example, for drop-off, pick-up or parent activities), you are not acting in your councillor capacity.
In these cases, your parental rights and responsibilities apply, and the Protocol does not apply.
Volunteering in schools
If you volunteer under a pre-existing arrangement, no further permission is necessary.
Participation in recruitment panels
If you are invited to participate in a Head Teacher recruitment panel, additional permission is not required.
Invitations from schools or the service
If you are invited by the Head Teacher or the Service to attend events (for example, school fairs, performances, walk rounds, opening ceremonies), no further approval is needed. If unsure about an invitation, confirm with the Head Teacher.
Invitations to launches and openings should be fair and equitable for all local ward members.
Attending public events
You can attend any public event at a school without prior permission. However, ensure you have authorisation before taking photographs of staff or pupils.
Refusal of visit requests
Schools support visits from elected members, but requests may be refused if:
- The visit would disrupt the school day
- Staff availability is limited
- There are scheduling conflicts or pre-arranged activities
Schools will try to suggest an alternative date. Providing longer notice increases the likelihood of accommodating your visit.
Role of head teachers
Head Teachers must always be consulted regarding visit arrangements to ensure they are managed appropriately during the school day.
