All applications for emporary Traffic Regulation Orders (TTRO) must be submitted at least two months before the planned road closure date. All traffic management plans related to the road closure must be approved by us before permission to close the road can be granted. If a permit is granted, the applicant agrees to indemnify and hold harmless the Council against all actions, damages, losses, costs, charges, and expenses arising from the temporary road closure in any way.
Applicants must submit two copies of plans showing the proposed works with their application.
The term 'public road' includes the carriageway, footway, or verge.
Where possible, it is preferable for the road to remain open to pedestrians, cyclists, and emergency vehicles during the closure and any diversion routes must be suitable for all types of vehicles and capable of accommodating them safely.
Other permissions needed
Permission granted under Section 14 of the Road Traffic Regulations Act authorises only the temporary closure of the road under a Temporary Traffic Order. Applicants must obtain all other necessary permits, such as planning permission or a building warrant.
This permission does not give the right to carry out works, excavations, or deposit building materials on or over any public road or footpath. It also does not allow the placement of skips, scaffolding, or other obstructions. Separate permissions are required for these activities, and all relevant conditions must be adhered to.
The granting of other permits or consents does not guarantee the approval of the road closure itself.
