Tenant and Resident Associations

Tenants and residents associations are local groups that represent people living in a specific area. These groups often work on:

  • housing improvement projects
  • environmental improvements
  • housing policies and services

They may also organise social events to help build a sense of community.


What is a Registered Tenant Organisation (RTO)?

A Registered Tenant Organisation (RTO) is a tenants and residents group that meets criteria set by the Scottish Government under the Housing (Scotland) Act 2001.

Registering as an RTO gives your group a formal role in shaping housing services and decisions.

Any tenants and residents association in Highland can apply to register. Registration is optional, but it offers key benefits:

  • a legal right to be consulted on important housing issues
  • a stronger voice in shaping housing policies
  • access to support and resources to help your group grow

We can help your group:

  • apply for RTO status
  • get advice and training
  • build skills and confidence
  • understand the benefits of registration

We are committed to meaningful tenant involvement. Registered groups help us improve housing services and make sure tenants’ voices are heard.
