Planning performance

How we are performing

Under the Planning (Scotland) Act 2019, all planning authorities are required to publish an annual performance report.

In 2024/25, we participated in a national pilot to test a new approach to performance reporting. This initiative was developed in collaboration with the National Planning Improvement Champion.

Our first National Planning Improvement Framework (NPIF) report covers the period 2023/24. We partnered with Argyll and Bute Council for this pilot, which, alongside other cohorts, provided valuable opportunities to learn from others and share good practices.

How the report was developed

The NPIF report was created through a self-assessment process followed by a peer review. The peer review panel included stakeholders from various sectors and interests in planning.

The report reflects our ongoing commitment to improvement, innovation, and modernisation of service delivery.

The self-assessment focused on 12 attributes of a high-performing planning authority. These attributes are organised under five themes:

  • People
  • Culture
  • Tools
  • Engagement
  • Place

External facilitation was provided by Planning Aid Scotland. This process helped us identify our strengths and areas for development.
