Who is entitled

Parents or guardians have the right to request their child’s removal from the roll of a Highland Council school to facilitate home education, instead of attending a local authority school.

This choice can be made by any parent or guardian, provided they can demonstrate that they can provide an efficient education suitable for the child's age, ability, and aptitude.

Parents or guardians must seek our consent to withdraw their child from the school roll for home education if the child is attending a Highland Council school.

Following Scottish Government guidance, we aim to decide within six weeks of receiving the original request. Until consent is granted, the young person remains on the school roll and should attend school.

Families moving to Highland from other areas

If you have moved into the Highland Council area from another Scottish local authority or another nation, you do not need the authority’s consent to undertake home education.

However, we encourage you to contact us, as we can provide helpful advice and information about services available for school-aged children, including those offered by NHS, further education providers, and Skills Development Scotland.
