General rules
6.1 - The Council operates a strict ‘No Smoking’ policy, including the use of e-cigarettes and vapes, on all Council grounds and premises.
6.2 - The consumption of alcohol in Council premises is strictly prohibited unless it is part of an approved cheese and wine (or similar) event organised by Parent Councils, Parent Teacher Associations, or Teaching Staff Associations. Tickets may not be sold for such events, nor may other consideration be given; otherwise, the event must be licensed under the Licensing (Scotland) Act 2005.
6.3 - Storage of any items in the venue before or after a booking is not permitted unless prior agreement has been obtained from the Head of Establishment. The Council reserves the right to charge for storage services.
6.4 - If the applicant wishes to use Council-owned equipment, this must be requested on the application form. An additional charge may apply. Access to specialised equipment will only be granted if a qualified person is available to operate it.
6.5 - Authorised Council officials shall have free access to the premises during the booking period for their duties. Users must comply with all reasonable directions or instructions given by Council staff.
6.6 - Booking for music and drama groups does not include admission of an audience unless specifically stated in the application.
6.7 - Fires or barbecues are not permitted unless expressly authorised and only in designated areas.
6.8 - The use of candles and indoor sparklers is not permitted on Council premises.
6.9 - Use of smoke machines is not permitted.
6.10 - Inflatable play structures, such as bouncy castles, are only allowed if a completed risk assessment and checklist are submitted with the booking application. Events that include inflatables will be clearly indicated on the let permit. See Section Applicant responsibilities (5.5).
6.11 - Portable electrical equipment may only be used if it has been PAT tested to ensure safety from electrical hazards. Such testing may be audited at any time during the booking period. Certification details can be obtained from the British Standards Institute.
