Affordable housing contributions
If your development includes four or more homes, you must provide affordable housing:
- 25% in areas of need outside Inverness.
- 35% within the Inverness Settlement Development Area (excluding the City Centre)
Our approach
We prefer affordable homes to be built on-site. Other options, such as off-site provision or a financial contribution, will only be considered if agreed with us in advance. Contact our Housing Service to discuss the number, type, and mix of affordable homes for your site before submitting your planning application
Cairngorms National Park
All scales of housing development must make a financial contribution or provide a proportion of affordable housing on site.

Benchmark values
Where onsite provision is proposed, affordable homes must be sold at a price equal to the benchmark values in force at that time.
Following a review by an independent Quantity Surveyor, the latest Benchmark Affordable Housing Values are:
East Mainland
- 2 Person - £ 178,774
- 3 Person - £200,195
- 4 Person - £218,213
- 5 Person - £231,226
- 6 Person - £240,234
- 7 Person - £260,254
West Mainland and Skye
- 2 Person - £201,223
- 3 Person - £225,334
- 4 Person - £245,614
- 5 Person - £260,271
- 6 Person - £270,401
- 7 Person - £292,934
The above figures will be used on all future projects with tenders not yet approved by the Scottish Government from 15 October 2025.
Values shown are the overall amounts payable to a developer (including all land, construction, and fees).
Benchmark affordable housing values are subject to regular review in line with Scottish Government grant funding, as such these figures are not subject to indexation.
