Developer contributions protocol
Developer contributions are intended to support new or improved public services, facilities, and infrastructure needed because of new development. The aim is to mitigate the impact of development on local services and infrastructure.
The Developer Contributions Protocol explains:
- how partners can participate in decisions regarding the infrastructure needed to support development and manage its impacts.
- how projects are assessed for eligibility for developer contributions
- when and how different partners and communities can give input during the planning process
It also outlines how decisions will be made when there are different views on what infrastructure is required and how developer contributions should be spent.

How we use Developer Contributions
Developer contributions must be used in line with the original agreement under which they were secured. It is therefore important that relevant council services and community groups consider the scale of development set out in the Local Development Plan and the potential impact this may have on local infrastructure.
If community facilities, such as halls or recreational spaces, are managed by third-party groups and works are being done to increase capacity, developer contributions may be available to support these improvements.
Apply for Developer Contributions
If your community group has a project that you believe could qualify for developer contributions, you can submit a request.
Before you apply
Your project must:
- meet the requirements in the Developer Contributions Protocol
- not already be listed in the Highland Delivery Programme
You should include in your request:
- details of the proposed project
- how it supports the needs of new housing and households
What happens next
Requests are considered at quarterly Developer Contributions Board meetings. After the meeting, we’ll let you know the outcome.
This may include a recommendation for further approval by the relevant Area Committee.
