A planning application for a national or major development can be submitted through the eDevelopment portal. eDevelopment is a free online service provided by the Scottish Government.
Getting started
To submit a planning application for a national or major development, follow the same steps as you would for local developments. Our Submit a planning application pages provide for full details on how to apply.

Drawing and supporting information will be required upon submission. To make sure you include all the required information when you apply, use our Guide to types of permission and checklists.
A Design and Access Statement must be submitted for all major and national developments.
Processing agreements
We recommend including a processing agreement with all major development applications.
A processing agreement:
- sets realistic timescales for determining your application
- helps developers, stakeholders and the council work together
- outlines key stages in the process
- identifies what information is required
- sets timescales for each stage
