Being a council tenant
When you become a council tenant, you sign a tenancy agreement. This is a legal contract between:
- you (the tenant)
- us (the council, as your landlord)
This page gives you a simple overview of your tenancy agreement and how it works. You should still read your full agreement carefully.

What a tenancy agreement is
Your tenancy agreement sets out:
- your rights as a tenant
- our responsibilities as your landlord
- your responsibilities while you live in the property
Most tenants have a Scottish Secure Tenancy. It provides important legal rights and protections.
Where to find your tenancy agreement
We gave you your agreement when you started your tenancy. If you cannot find it, we can give you a copy.
What happens when things go wrong
If you do not keep to your responsibilities, this called a breach. We usually try to resolve issues at an early stage. Our actions may include:
- advice and support
- informal solution-focused discussions
- conflict resolution or mediation
- warnings
- formal legal action
- court action where necessary
Eviction is always a last resort.

Change in circumstances
Let us know if anything changes in your household, such as a:
- new baby
- new partner
- change in your job or income
You can also ask to:
- add someone as a joint tenant
- remove someone from your tenancy
