What happens at the hearing

Opening the hearing

The clerk or administrator will:

  • identify participants
  • distribute copies of the hearing procedure
  • give the list of participants to the Chair or Convener

The Chair or Convener will:

  • welcome participants
  • confirm who is speaking
  • check everyone has the procedure and understands it
  • announce the speaking order

Speaking at the hearing

Speakers must focus on points already made in writing. New information is only allowed for clarification, and others may respond to it.

The following parties will speak in this order:

  1. Planning officer

    • gives a summary of the application, site, relevant policies and material considerations
  2. Applicants

    • up to 10 minutes total
    • may share time with supporters who submitted written representations
    • Committee or Council may ask questions
  3. Community council (if objecting)

    • up to 5 minutes total
    • Committee or Council may ask questions
  4. Third-party objectors

    • up to 10 minutes total
    • Committee or Council may ask questions
  5. Other objectors who gave notice to speak

    • may speak for a time set by the Chair or Convener
    • Committee or Council may ask questions
  6. Council officers or statutory consultees (if requested)

    • may raise concerns or issues
  7. Applicants (again)

    • may respond to new issues raised during the hearing
