The Highland Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Decriminalised Parking Enforcement and Consolidation) Variation for Princes Street, Thurso Experimental Order 2025

Notice is hereby given that on 27 November 2025 The Highland Council made the above Experimental Order in exercise of the powers conferred on them under Sections 9 and 10 of the Road Traffic Regulation Act 1984 as amended and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to said Act.

The Experimental Order will come into force on 6 December 2025 and will remain in operation for a period not exceeding 18 months.

The general effect of the Order will be to introduce parking restrictions on Princes Street, Thurso as follows :

  1. Limited Waiting - Vehicles will be permitted to wait for a maximum period of one hour, with no return within one hour, during the times the restriction applies as identified on the maps accompanying the Experimental Order.
  2. Loading Only - Introduce a designated loading area operational between 8:00 a.m. and 6:00 p.m., for use solely by vehicles engaged in the loading or unloading of goods in connection with nearby trade or business premises as identified on the maps accompanying the Experimental Order.

No prohibition or restriction imposed by the Experimental Order will apply to a vehicle being used in an emergency for ambulance, coastguard, fire brigade or police purposes.

The Council will in due course be considering whether the provisions of the Experimental Order should be made permanent. 

Any person may object to the making of a future permanent order within a period of 6 months from the date the Experimental Order comes into force or, if the Experimental Order is varied by a subsequent experimental order or modified pursuant to section 10(2) of the Road Traffic Regulation Act 1984, from the date of that variation or modification comes into force.  Objections must be made in writing to Parking Services Office, Farraline Park, Inverness IV1 1NH or emailed to parking@highland.gov.uk and must state the grounds on which they are made.  Support for the measures can also be sent to the same postal or email address.

Any person wishing to question the validity of the Experimental Order or any of its provisions on the grounds that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or any relevant regulations made thereunder have not been complied with may, within 6 weeks from the date on which the Experimental Order was made, make application for the purpose to the Court of Session.

The Highland Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Decriminalised Parking Enforcement and Consolidation) Variation Twelve Order 2025 (DRAFT)

Notice is hereby given that The Highland Council in exercise of its powers under the Road Traffic Regulation Act 1984 as amended, the Road Traffic Act 1991 and of all other enabling powers propose to make an Order entitled as above the general effect of which is as described in the Schedule.

Schedule

The effect of the Order will introduce restrictions on waiting and loading on certain sections of road in the vicinity of Tain Campus, Tain:

  • No Waiting At Any Time/No Loading At Any Time on parts of Craighill Terrace, St Vincent Road and Innes Mhor Road
  • No Waiting At Any Time/No Loading Monday to Thursday 8:30am to 9:30am and 2:30pm to 4:00pm, Friday 8:30am to 9:30am and 1:00pm to 3:30pm on parts of Craighill Terrace and Craig Avenue

Notice is hereby given that The Highland Council on 22 August 2025 made, in terms of Sections 1(1), 2(1) to (3), 4, 19, 32, 35, 45, 46, 47 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and the Road Traffic Act 1991, the above Order which will come into operation on 28 August 2025

The effect of the Order will be as previously advertised by Notice in the Press and Journal Newspaper dated 23 June 2025.

Notice is hereby given that The Highland Council (“the Council”) on 18 July 2025 made, in terms of Sections 1(1), 2(1) to (3), 4, 19, 32, 35, 45, 46,47 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, the above Order which will come into operation on 23 July 2025.

Approval of the amended proposals was received at the City of Inverness Area Committee on 19 May 2025.

The effect of the Order is as described in the notice of proposals issued on 24 February 2025, save for such modifications as are described in the statement.

Statement

Modifications to original proposals were agreed as follows:

  • The Council has withdrawn the proposals on both Greig Street and Balnain Street and the existing permit bays will be retained
  • The Council has withdrawn the proposals on Old Mill Road to allow for updated engagement with residents and proposals to be brought forward at a future date.
  • The Council has withdrawn the proposals to time limit disabled parking bays in Inverness to allow for updated engagement with appropriate groups and proposals to be brought forward at a future date
  • The Council has withdrawn the proposals on Station Lane to allow for further discussions with railway operators.
  • Permit Tariffs have been amended to reflect new financial year prices

The Highland Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Decriminalised Parking Enforcement and Consolidation) Variation Seven Glenmore Order 2023

Notice is hereby given that The Highland Council on 10 July 2025 made, in terms of sections 1(1), 2(1) to (3), 4, 19, 32, 35, 45, 46, 47 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, the above Order which will come into operation on 14 July 2025

Approval of the amended proposals was received at the Badenoch & Strathspey Area Committee on the 26 August 2024.

The effect of the order is as described in the notice of proposals issued on the 16 August 2023, save for such modifications as are described in the statement.

Statement

Modifications to original proposal were agreed as follows

  • The Highland Council has withdrawn the ban on overnight parking for unoccupied vehicles in pay & display bays.
  • Longer parking periods provided in the Pay & Display bays, over 24 hours and multiples thereof.
  • We will provide a discounted local permit for Residents of Badenoch & Strathspey to accommodate access – 2 options to be made available Residents Permit and Local Parking Season Ticket – current rates are £46 per year or £11 per month respectively.
  • We will limit the Pay & Display restrictions to a period from 1st March to 31st October

The Highland Council (Rosemarkie and Fortrose) (Temporary Prohibition of Waiting and Loading) Order 2025

Notice is hereby given that The Highland Council has made in terms of S14 (1) (b) of the Road Traffic Regulation Act 1984 the Order entitled as above. The Order has been made by reason that the Council, as Roads authority is satisfied that traffic on the road should be restricted due to the likelihood of danger to the public.

The Order comes into force on 2 July 2025 and will remain in effect for a maximum of 18 months.

Notice is hereby given that The Highland Council has made in terms of S14 (1) (b) of the Road Traffic Regulation Act 1984 the Order entitled as above. The Order has been made by reason that the Council, as Roads authority is satisfied that traffic on the road should be restricted due to the likelihood of danger to the public.

This Order shall come into effect at 00:01 hrs on 2 July 2025 and remain in effect for a maximum period of 18 months.

A copy of the made Order was available to view in person at the Charles Kennedy Building, Fort William and the Mallaig and Morar Community Centre between 27 June 2025 and 8 August 2025.
